For the crossover tube O-rings, you can use a silicone grease or spray or even a little dab of antifreeze to aid in slipping the pump on the tube. You probably don't need any of those.
The fiber gaskets are designed to be installed dry. You can use silicone, but don't go overboard with it.
Be careful using silicone between the pump and the block as any added thickness will decrease compression on that already thin O-ring. I use a little dab of RTV in the O-ring groove to help retain the pump-to-block O-ring during installation.
