Valve cover bolts

I'm putting the o-rings in my leaking valve cover bolts on Sunday. Where does the O-ring go? Does it go between the chromed washer and the valve cover or inside the valve cover? Do I need to apply any RTV anywhere?

I use an O-ring that fits around the smaller diameter section of the rubber bushing and allows the bushing to fit into the hole in the valve cover with greater pressure.

I used the #40 o-rings that were mentioned in another thread.

I even managed to shear a bolt off in the damn head so... yippie. Being Sunday, 4pm when it happened, at my parents house working, and dog tired.. I used super black (grey) rtv to stick the bolt to the washer and the washer to the valve cover... it's not leaking, yet.

Can I leave it like this for a month or two until I do the valves? I'm going to check for oil tommrow to make sure that fix is OK and the other bolts aren't leaking either.
