Undercarriage - Spare tire well

I want to paint/protect my undercarriage with Chassis Saver this summer. I took a few pictures of it. I have a few questions maybe someone can help with. What is the coating on the spare tire well. Will paint adhere to it? What is the plastic thing in the center of the well? what is the patch looking thing in picture? Anyone paint their undercarriage that can share experience/tips?

sound proofing, being I live in south florida and not subject to the new chemical salt, undercoating can be a double edge sword. It can cover rust, allowing it to grow unseen until its too late. you might want to stop rust from spreading https://www.amsoil.com/p/amsoil-heavy-duty-metal-protector-amhsc/

there are prefered products to use for undercoating, I will let others elaborate.

Chassis Saver is suppose to stop rust from spreading locking out moisture which is required for it to spread. I guess i can just try to paint right over the trunk wheel well and see if it adheres. Worse case i have to reapply and use an expoxy primer first.

Car doctor radio show-- from an older shop owner in Jersey-- always promoting oil based coatings for rust prevention. I remember NH oil undercoating and other brands. The rubberized stuff can cover but still rot underneath. I've seen videos of the stuff chipped off on the youtubes.
