timing issues

Im cheating a bit here, but I figured most here have worked on all kinds of Fords. I have a 95 ****** with 1.9. Just replaced radiator, head gasket and plugs n wires. I made sure nothing moved/turned and marked the belt etc etc when re-installing, but in researching why there is little or no top end power and the tick tick of the valves when trying to accelerate that I should have moved the crank pulley to TDC and then performed the gasket replacement? Is that right. Ive no clue on how to adjust timing on these engines - or is that the point there is no adjustment....car runs fine at put put speeds and yes check engine light is on now, but cant get a read cause the OBD machine says it cant connect? If everything were as simple as a SHO....wait, sorry just hit my head.
