I am gettin ready to put aluminum subframe bushings into my 95 ATX. My question is: do I need a recall kit or is that only for the Gen I?

Recall kit is not "generation" specific. You prolly would be best served to pick up one kit just incase you have something that is siezed or what not. Being that your a CA car though I have to imagine that you don't have much if any rust.

You can just buy the bolts from the ford dealer for about $2.50 each, but they usually have to order them and it takes 2-3 days to get in. Bolt part number is N804442-S426. I just confirmed this with my local ford dealer that I buy recall kits from for all my SFB's that sell. You can get away for $10 for all four new bolts, and just reuse the metal washer. Or about $25 for 2 recall kits which I think would be overkill in your location.

I installed the aluminum SFB's for a customer last week that had a southern car that had only seen one NE winter, and despite almost no rust or corrosion on the undercarriage I still managed to shear the two front bolts when removing them. I had spare bolts so it wasn't a problem, but in the future I'm recommending everyone buy the recall kits regardless of where there car is from.

When you think about it, those 4 nuts & bolts hold a pretty substantial part of the car together. $30 to replace 10+ year old hardware can't be a bad idea whether there's rust/corrosion or not! :)
