stuttering issue ?

94atx , car runs good , no known problems , however ! when it is warm or cold and when it is at idle when it revs past like 4000 or so it will cough and stutter while tach goes up and down and makes a woo , woo , woo , sound but once u let off it is fine , it also does it while driving at the same rpm( bout 4grand ) but will keep driving making a deep woo , woo , woo , sound from engine...im thinking tps but i am unsure ! any u guys/girls ever have issue like this ? any help will be great !! thanxs

The car has whats called rev limiter in park and neutral for the ATX. This is to save the tq converter from basically blowing up.

However, your other issue (while driving) sounds like another issue.
