secondaries problem

okay i have no idea what would cause this. my secondaries arent opening i dont think, i dont hear them anyways and my car lost alot of high end power could you guys give me an idea of where to start?

check the vaccuum hoses connected from the secondaries to the actuator on the back of the intake
