nope...it works good. I bypassed the solenoid and canister...secondaries closed up. I bypassed just the solenoid...secondaries closed up. Put the solenoid back into the line...secondaries wont close. No codes at all.
I know the CEL works. Is there a relay for the solenoid?

Sorry maybe someone else will chime in. In my car I had the 551 code and replaced the wrong part. Then I figured it out. My friend at Ford says the runner control is also the
4WD accuator for an explorer.

You can check for 10 volts or more going to the connector from the contact of the red wire (key on-engine off) . Voltage is supplied from pin 24 of the constant control relay module. The ground is supplied by the PCM . Check for a ground with the key in the off position.

FYI: you can't manually close the secondaries through the solenoid with the car off.

I checked continuity. I have no power at the connector to the solenoid. The wire runs through another harness, then into a little black box on the firewall. No power there either. Im guessing it runs down to the PCM?

If you can take a small probe and pierce the two yellow wires coming from the CCRM (they are the only two yellow wires on the CCRM) you should have appox. 12 volts. Also do the same on the red wire close to the connector of the solenoid. I know you already checked the contact of the red wire, but I want you to check the wire going into the contact. I had the same problem not long ago and I found that I had a bad connection between the contact and the wire.

I gave out some bad info above. I told you to check two Yellow wires for voltage. I meant the for you to check the Red wire from pin 24 of the CCRM. Sorry.
