Restoring heat shield

Hey there! you know those manifold shields? The ones that get all pitted and rusty? Has anyone figured out a way to make them look new?

And is there a reason mine looks carbon-sooted?

MTX. Mine really aren't bad, fully intact, just some rust pitting. I was thinking use a rust eating chemical, hi temp filler and silver paint. I am just worried the filler won't look good and painting the pits might look worse up close than rust.
