I'm diagnosing a starting problem (all lights, no crank). When turning the key to the "start" position, the relay located behind the drivers side headlight, by the air box clicks, then when the key is put in run, it clicks again.

It's the only time that relay seems to make noise. What does it do?

I believe that's the CCRM sending power to your Fuel Pump and whatever else.

That relay behind the driver's headlight is the ABS power relay. It has nothing to do with starting, the fuel pump, or the CCRM...

You need to clearly identify your car as there are important differences.

The most common Ford no crank problem is a bad starter solenoid. You can *carefully* jump the two large terminals on the end of the solenoid to see if that is the problem in your case. If you do this, the starter should spin, but the bendix will not kick in unless the key is held in the 'start' position at the same time.
