IAT is Intake Air Temperature I think. It sounds like, with the lean codes and uncontrollable idle, you have a vacuum leak somewhere maybe. Clear all the codes if you didnt, and re-run the tests in a day or 2. You did start the car and run it at 2000 rpms for about 2 minutes before running the KOER test right?

The 211 is the crankshaft position sensor. If it has been set, your CPS should be scheduled for replacement. The lean codes and the idle too high are the result of a vacuum leak letting unmeasured air into the intake. Find it. Fix it.

If you search under CPS replacement you should find lots of details and accounts of how to replace it yourself.

While the timing belt, water pump, and front main seal are technically 'optional', you should only expect to open up the front of the motor once every 60K, so for a little less than $100 more in parts, you can do this 'preventative maintenance' and hopefully avoid waiting for one of them to fail and cost you a lot more than $100. FWIW, the timing belt has to be removed in order to replace the CPS, so that's always been a 'might as well' in my book. The front main seal is only $7 and is again a very cheap 'might as well' considering how easy and cheap it is.

If I was on a budget, I'd at least do the timing belt and fms, and if the H2O pump looked OK I might defer it.

ive been reading through the threads, most have the problum of it stalling and not starting, mine is not the case. Could it just be it hasnt gone all the way bad yet? or could it possibly be the CID sensor?

EDIT: it doesnt have problums starting either. it just has a slight miss under 4k, and once in a while above, it will feel like its surging.

The 211 code is telling you there is a problem wit the CPS, it's that simple. It may behave for a time, but eventually it will fail on you completely, probably at the least convenient time.

Listen to the codes, they're asking for your help... :)
