Quick Cruise Vacuum Question

I'm trying to track down the INOP cruise issue on my '94 MTX. I have vacuum going into my module, but no vacuum coming out therefore no vacuum within the hose under the dash. Are all signs pointing that my servo module is bad? I just wanted to double check how these things put out vacuum before I buy another one. I took a picture of my hoses to help explain things:

And yes the hose under the dash looks fine. A search did tell me that an INOP cruise could be from a bad VSS, which makes me wonder since my car does idle abnormally around 1,100 or so until you slow down sometimes. Who knows.

Oh, I forgot the mention that I pulled each hose off that plastic "Y" on the servo (pictured) and neither one had vacuum at idle. That's what I mean by no vacuum at the hose.

engine idle should be around 1100 rpm until speed drops below around 5 mph.

Oh, thanks.

So shouldn't there be vacuum coming out of the servo back up to the dash?

Check the V-band clamp that goes around the canister(servo)
down near the lower rad area. Mine rusted out and lost it's seal.
Picked one up off of ebay for $20 and has been working fine for
years now.

Ah that would make sense. That could be why my vacuum is disappearing once it hits the servo. I'll check that.
