i've run into a problem after doing some touch-up work and rust prevention
while we painted some parts of the car, other parts got dusty
now a little overspray mixed into the dust, and is - almost literally - impossible to get off
it took us roughly two hours to just do the hood - and that had very little dust compared to the roof and fenders

i was wondering if anyone had any ideas to get the stuff off other than a buffer (which barely worked) or a rag (which is very time consuming but works relatively well)

I would start with the least aggressive methods first.
1. Try PPG acryli-clean. It is a paint preparation solvent that will remove everything but the paint. That should give your rag method some more oomph. Use a microfiber towel since a regular old towel or diaper can pick up the dust and scratch the paint pretty easily. If that doesn't work well:
2. Rotary buffer with Meguiar's heavy-cut cleaner & Meguiar's cutting pad 7006 (6.5" magenta) pad. This will work the paint pretty quickly so keep the buffer moving and mask off any edges. You will need to finish with a finer compound and pad unless you like the cloudy look.

If you want to go cheap you can use some turtle wax rubbing compound ($3) on a cloth. I used this to erase the marks in my girlfriend's paint down the side of her car when she rubbed up against a blue pole in a parking garage.
