My outside temp reading when I start my car is always -40 degrees. When the cars warms up and I have been driving awhile, it will slowly go down and stop at -25. Any Ideas on how to fix that ?

You could try cleaning the ACT, air charge temperature sensor. It is a small nub in the bottom half of you air filter box. Take out the filter and it should be on the side closer to the engine. It could also be that the sensor has gone bad. It isn't very expensive, maybe 10-15 bucks at autozone. Hope this helps

Sounds like it got wet once and stayed that way. It's located behind the center of the radiator on the support bracket. Disconnect it, blow out any water and check for corrosion on the terminals. You may have to replace the sensor.
