odd AC trouble. ETAC? or something else?

ok, here's the deal. a week or so ago, my AC stopped blowing seemingly at all...but i found out that the fan will blow full speed, just not anything less than full speed. now what i need to know is, would this be something dead in the ETAC, or something wrong in the inner blower of the AC? or could it be a combination of both?
