Noise around pulleys

Almost 70 degrees today, so took the car cover off, turned the key and she started up within a second and idled perfectly. Making a funny scraping type noise from the water pump/pulley area that I never heard before. FUll 60k with new water pump, t-belt, etc.. within last 3k so might this be a timing belt tensioner going bad ?

Did you install any used parts, specifically any bearings?

New OEM water pump, new underdrive pulleys, new everything; I don't put used parts on my cars.

If you installed an underdrive pulley on the power steering pump, make sure it is not eating away at your A/C line. You will need to shift the subframe and get an alignment if this is the problem. I thought the noise was coming from the water pump area as well when I experienced this.

Edit: I'm sorry about the used parts, I was mainly thinking of the tensioner pulley that many buy used.

acc. belt is fine and not hitting anything; has been running perfectly since 60k done (by Doug at Performance Plus in Madison) 3k mi ago with no noises until today; first startup after sitting since Nov.
