Without a SPOUT, an engine's timing is off. Does this mimicking some other problem resulting in HC levels above acceptable amount?

I am not sure what you are asking exactly. Pulling SPOUT connector defaults engine timing to 10 degrees below top dead center. No computer adjustments out of this timing profile. So the power level is much lower and stays there.

Do you think your car is running this way without the SPOUT connector pulled out?

My car was missing the spout. I failed the test 2. My high HC level is from a faulty DIS. Maybe. I read that a battery disconnect and reconnection can fail you on a smog test. It's recommended to drive up to 100 miles before trying to smog.

I am trying to smog my car.

You need to scan the car to find the codes. Then you need to research what they mean and how to fix them. Do you have a scanner of some kind?

You need to understand the concept of "Readyness Monitors". There are several and they must be complete BEFORE the car is emissions tested.

Merely driving 100 miles has nothing to do with resetting the readiness monitors. They can be difficult to set and I have driven weeks trying to get them all in the completed state.

But start at the beginning and post what codes you currently have

There are no readiness monitors with older OBD 1 cars. The only way to check the old ones is to tailpipe them I'm pretty sure. No smog here so going on memory

No obd1 port to pull codes. I have to do it by doing a jump wire and counting CEL flashes.

The jump wire is in the 'port' (or plug) as you can plug in an OBD 1 reader if needed (and I recommend to get one). There are no readiness monitors for emissions in the computer system in OBD 1 to read. There are fault codes for sensors for that computer. It is very basic vs OBD 2 capabilities and not used for emissions testing. IIRC older cars have to be smogged at the pipe.

I use a paperclip to make a connection.

Back in the day having to be smog tested, he is right, your test will, should be at tailpipe only, if you have a fresh tune-up and new O2s also and not able to pass, being it's age, those cats are most likely done for. Magnaflow would be your best bet, or universals and have them fabricated to exhaust. How did you know you have a faulty DIS?

Where exactly does a SPOUT plug goes in relation to the coil pack? I bought a SPOUT plug that's from another Ford model, but need guidance as to where it goes.

My car is out of comission now, but wanted to gain some knowledge. Thanks!

There are 2 different plugs in teh harness. One passenger side firewall and the other closer to harness on the driver side. I forget if it is before or past the throttle body. I want to say between IRCM and coil pack somewhere. I always saw the rear spout pulled for smog

What do you mean covered? You mean by the rear shroud? Maybe. The only time I was monkeying with the SPOUT was with my 1st SHO way back. Alot of that stuff wasn't in oem orientation. Ie the covers and shrouds had been removed several times and some of the stuff was pulled out and dangling from where the factory tucked it in.
