New water pump problem

I bought a refurbished water pump from rcm last week. My problem is the the pulley has a lot more resistance that the old pump. For example, if you spun the old pulley it would keep spinning around five or six times. The new pump stops immediatly. The weird thing is, the resistance is smooth and completly quiet. Is this normal? Like an o ring or seal that's breaking in or do I need to grease something.

Nah thats ok... the motor won't have a problem turning it over.. and it'll loosen up over time... I've wondered that before about WP's I've installed..

The main reason I asked is because there is a loud and constant whine coming from the front of the engine. It increases volume and pitch with engine speed. I almost 100% certain its belt whine and I was thinking it was the water pump being stiff that was causing it to slip. I'll take them off and find out for sure tomorrow. Thanks.

If you can turn the wp pulley by hand, then the belt won't slip unless its way too loose. The new seals are much tighter than the old ones, that is where the resistance is coming from, and that is perfectly normal.
You can figure out where the whine comes from by taking off one belt at a time to narrow it down.

Ya I used that method when I was trying to diagnose the click caused by crank cancer (I thought it was the water pump)

How do I know how much to tension the belts? It it by torque on the tensioner adjustment screw? I've been doing it by the seat of my pants until now...
