New Car with issues

I was looking at a 95 ATX for sale. The car has not been started in a year. I put a battery in it and tried to crank it over. The car just clicks. I then put the key in the run position to pull codes. It gave me the following:
542->Fuel pump secondary circuit failure.... Could not hear the pump prime CCRM?
551->IAS circuit failure
636->Transmission Oil Temperature (TOT) sensor out of range

Owner claimed his mechanic said it also needed a timing belt and water pump. However it is the first SHO where I have NOT seen oil in the spark plugs.

What is needed to get this car running or just to crank? The water pump and timing belt seemed alright. Would have to get better look.

There is a good chance the starter solenoid is bad. To confirm, you need to measure voltage at the small wire to the solenoid while the key is turned to start. It should have 12V when the key is in start - if not there is an issue w/ wiring or the key switch.

If the voltage is there, try shorting the two large terminals on the solenoid with a screwdriver or plier handle. If you do this with the key turned to start, the starter should spin and the engine should crank. (If you short the terminals w/o having the key turned to start, the starter will spin, but the gear will not engage.)

If this works, replace the starter and be on your way.

The starter has to come off for you to look at, and the selenoid too. The clicking is your selenoid trying to wake up the starter. It often means there is not enought voltage in your battery.
Maybe the best thing for you to work at before you buy it - is the price. I would think if you do get it running and it runs great, the price will have to go up. Now it is a parts car, running it is something different.

You can also tap the starter with a hammer (not too hard) and it may turn over; sometimes the contacts need to be moved just a smidgen.
