I am assuming you are doing your own work? If that is the case, they will not give you a waiver. The repair work needs to be done by a "registered" shop with the state. That's the huge bummer part. Even if you spend hundreds of thousands of dollars in parts, it doesn't matter.
You can do a few things ( in my mind).........(1) keep trying to repair it and start paying to get the emissions test done, (2) find a "qualified" repair shop to state the amount of money that they charged you for however many times it was that they had your car in the shop and then it will pass, or, replace the cats and be done with it.
