My 93 taurus sho mtx has a low idle around 700 rpm when warmed up to normal operating temperature I was also wondering if I can get codes if the check engine light isn't on?

Yes, you can run KOEO and KOER tests and read the stored codes with either an ODB 1 code scanner or by decoding the flashes from the check engine light. Search the forum, and see wikisho for details. 700 RPM is close to normal.
