OK..Ever since I got my intake painted the secondaries are stuck open.The kid that painted it for me said that when he put it together he put the butterfly valves backwards.If you look on my intake in the picture the 2 pieces painted red are backwards.Would that have anything to do with it?

If you put the butterflys on backwards (wrong side), the hose ******* will face toward the front side of the motor. Should not cause a functional problem, only requiring slightly longer hoses. Check to see that the vacuum reservoir is hooked up properly and that the secondary runner solenoid is plugged in.

Check the vacuum tubing routing:

"The routing of the secondary butterfly vacuum lines is from the center tap on the intake's rear plenum to the front (forward) tap of the black plastic accumulator tank. From the rear tap of the accumulator to the bottom tap of the solenoid. From the top tap on the solenoid to the "T" fitting under the idle air control valve. From the side post of the "T" to the rear bank secondary vacuum diaphragm valve and from the front post on the "T" to the front bank diaphragm valve."

Well I figured out the problem.It was just simple as having the 2 lines that hooks to the black canister in the back switched around.We changed them back and now the secondaries are opening...
