Can someone specifically tell me where the IAC valve and idle speed sensors are located? At every WOT the rpm's jump pass 4000. Only if I don't gas it too much while cruising will the rpm rise through 4000, thus enabling the secondaries as they should.

Not sure what you are referring to. The idle speed control is regulated via the IAB/IAC unit. It has an electronic sensor and valve contained in the same unit. Another speed sensor the vehicle speed sensor-VSS- is located on top of the tranny. Follow the speedo cable from the firewall down to the bell housing.
The only other thing I can think of regarding the vehicle speed control sensor-VSC-might be connected with the cruise control system. I really don't have any experience with this system as it was ripped out of my GenI when I bought it and I never felt the need to go in and fix it.

Actually, I think I'm trying to refer to the VSS. My issues are stemming from the rpm's jumping very high when you gas it in 1 or 2 gear.
