How does the fog lamp switch on an '89 go back together?

Took it apart to replace the bulbs but everything fell out before I had a chance to see how it's packaged. I have two springs, a copper contact, and a small BB to work with. Figured out where the springs go but the rest is a mystery.

Think I got it but I need to find the fog lamp fuse. Where is it hidden? I don't recall a separate fuse anywhere in the system when I took out the dash to replace the heater core.

Usually under that big steel cover on the base of the steering column. It is a separate inline fuse. Sometimes you can see it behind the fold-down fuse panel under the dash, but more likely under that cover.

I looked everywhere and no luck. Took the cover off too and nothing.

Are you saying the '89's are different from the other years?

Fog lamp fuse is behind the fuse box. It's a separate fuse all by itself. You need to remove the knee panel, lower the fuse box, then stick your head under there and start looking.

I did. Can't find anything. Is it on the main harness? Thinking about tracing the wire from the headlamp switch or fog lamp relay.

So from what I gather a guy must remove the whole dash to get to the fog lamp switch. I'm getting power to the switch not to the lamps.
