headlight adjustment

What is the proper way to adjust the headlights? They point about 15 feet infront of the car witch makes it nearly impossible to drive at night.

Here is how I adjusted the headlights on my SHO.

1. Park the car about 25 feet away from a wall. Make sure the SHO is level and the wall is perpendicular
2. Hold a level from the middle of the headlight and measure the distance to the ground.
3. Aim the headlights 2 inches lower on the wall than the measurements taken above.
4. Aim the right headlight straight ahead
5. Aim the left headlight slightly right.

Take the SHO to a dark road and check it our. Have a friend drive towards you to see if the glare is too much. Make adjustments as necessary.
I have seen special devices to aim headlights, but I didn't have access to such tools.
