When I put on my parking brake only 1 of the back wheels slightly locks up, the driver side wheel is still free to roll, and the other side is locked up, what could be the problem here?

Maybe parking brake cable, maybe caliper problem. Is your rotor shiny? If it's rusty looking you may have problems with the caliper not applying pressure to the rotor. Just guesses...

You should be able to rotate the lever on the caliper where the brake cable is attached with a screwdriver. If it is not able to freely rotate, try some lubricant on the shaft and repeatedly attempt to rotate the shaft using the screwdriver as a lever.

It could also be a broken cable from the parking brake to the rear calipers, but you can only determine this by inspection.

The remaining possibility is corroded caliper slider pins. These are the two, rubber bellows covered bolts that connect the brake halves. Check for damage or splits in the rubber bellows that would allow moisture and grit into the slider pin area. If damage is found, the slider pins tend to corrode and jam over time and prevent the caliper from relaxing away from the rotor, usually resulting in quickly worn pads and rotors. It may also prevent the caliper from pressing against the rotor, but I have not seen this case with my own eyes. Yet.

Corroded cables,,on the inside where you can't see it. This causes the cables to seize. To verify, crawl under car and observe the cable ends where they meet the calipers. They should both move when the parking brake is depressed. There is an adjusting screw under the drivers side.
