Fuel pressure issue?

95 MTX takes a long time to crank after it sits for anything more than 5 minutes. Once it starts it runs fine no problems at all. Checked the fuel pressure while running and it was around 30-35 (Not quite sure give or take a little it was earlier today) shut the car off and it drops like a rock. Possibly fuel pump? My mechanic found a service bulletin for 3.2 ATX with the same problem and it was the iac could this possibly be my issue? If I prime the pump 2-3 times it starts just fine. Not sure if its the pump or a bad realy that is letting the fuel drain back down any help would be awesome thanks!

The anti-drainback (check) valve on the fuel pump is leaking.

Either replace the fuel pump or just deal with it by cycling the ignition several times.
