Foglight question

How can I get my Foglights to turn on without my headlights being turned on like I have noticed many SHO's can do on this website. I would like to be able to do this with my car because I think it looks good.

cut top wire, splice to third wire... (top to bottom) cover the other cut wires....
done.

This is on the fog light switch.
