Been a few months since I've done anything with this car since it ran hot on me on a road trip planned for STL.
Coolant level keeps dropping, check for obvious leak. None present. Pull plugs on front, turn over and water comes from all 4 cylinders. Drain system, blow out excess with air and try to start again, won't turn over. I have a spare motor that came with the body I picked up that I'm sure I can break down and make one decent motor. Does it sound like the heads were warped/cracked?

The motor will turn over when you repeat what you did to the front 4-cylinder, on the back 4-cylinders.
Do a pressure test on the cooling system using the hand pump apparatus that fits on your rad-cap opening. That will tell you if you have a leak, possible at the head gasket area.
Usually you see a lot of white smoke when coolant is entering you combustion chambers, so there is some hope.
Check to see which engine has the cams welded, and work with the one that does.
Look at the plugs you take out, if coolant has been getting in, they are usually clean and look like new.

cleared the rear cylinders, not sure if it's leaking as well since I had already drained the system. No water came out after turning over though.
Still won't fire though. is it possible the cps was damaged from the heat?
Both engines have been welded the one I'm currently using came from my fire damaged body

You have to go back to Auto 101. It is either gas or spark. Put some fuel directly in the intake & see if you can get a sputter. If no change, see if the plugs are firing by grounding a plug on the engine.
It is either one or the other.

Is the fuel pump turning on??? Check the trip sensor in the trunk if ir isn't.....

Yes the fuel pump is coming on. I need to do a pressure check on it tomorrow to rule it out completely however.
Changed out the chocolate milk oil that was in the pan. Changed the crankshaft sensor, camshaft sensor, checked for proper spark by grounding out the front four plugs, flashed ecm back to stock, checked all fuses and still won't turn over. It sounds like it wants to but never does.
For some reason my compression tester won't thread into the plug holes so I'll probably pick up another one tomorrow and check the compression.
Any other ideas?

When you say "won't turn over", do you mean won't run on its own a little, while the starter is doing its job, or do you mean the starter will not move the ring-gear at the back of your engine.
If it won't turn over in the sense that I am thinking, you are not going to get a compression reading.

The starter spins the motor over just fine. It just won't turn all the way over. It will stumble every couple of turns but never fires up.

At this point you need to check for stored codes.
I miss-read your explanation and thought you had a hydraulic lock-up, and the engine would not move.

sounds familiar.. my friend had a 96 that blew a coolant hose. it overheated shut it off and it never fired back up. It turned over like yours slow but never would fire back up. I think it blew the headgasket but never really figured out the problem
