Note of interest:
EEC-V is OBD II (On Board Diagnostics Roman Numeral 2) which is required by law for all 1996 models and later. (Actually as of a date in 1995).
OBD II makes all U. S. vehicles comparable so the small garage owner does not have to have millions of dollars worth of equipment to work on different models, or be shut out all together by "proprietary" systems so that only a dealership could work on the cars. (That is what the manufacturers wanted, especially the Japanese Auto Makers)
The Independent Garage Owners Association (and others) sued the Manufacturers in Federal Court (anti-trust) and won. rangerj
