i tried the self test and nothing. Fuse 15 keeps popping and when i put a fuse in it temporarily kicks the blower fan on full blast. IS THIS BECAUSE THE CLUTCH FOR THE AC COMPRESSOR IS STUCK? sorry caps lock got stuck. Im going to try to unplug the switch on the compressor and see what happens. And would a bad blend door cause it to blow fuses?

a short anywhere can blow fuses, including the blend door actuator. however, typically they do not short, they just quit actuating.
it sounds like your blower control is messed up - that is what I would replace first. that is the electronic assembly that allows the blower motor speed to be varied.
