When draining the coolant from the block, is it necessary to drain both sides of the block seperately? I drained the back already and got quite a bit of coolant out of it. Not sure how much I will get out of the front since i drained the back laready, but I do know reaching the plug is a PITA and I rather not pull it if I don't have to. Any thoughts would be great.

all 3 drains need to be removed if you want to get out all the old coolant.
1 gallon in the radiator 1 gallon behind the rear block plug and 1 gallon behind the front block plug.
I use 3/8 extension with a swivel 1/2 socket to reach the front block drain

My coolant is 75% H2O. I wanted to remove it so it doesn't freeze and crack the block. I don't need it all gone i guess just enough so that if it freezes it won't cause and damage.

Pour more straight antifreeze in than you normally would (like 60-65%) - it will mix itself in the system.

The factory brass plugs are 14mm.

Yes, you do need to remove both block plugs. Pulling one will not drain the other side.
Don't forget to blow the heater core lines out.
