Cranks, sparks, NO FUEL or Injectors pulse

Hello everyone I just bought a 1994 Moonlight Blue MTX SHO. It does not run. The fuel pump will not prime and it is brand new. We went to the junkyard and grabbed another IRCM from a 95 ATX and it did not solve the problem. We have tried jumping the fuel pump pins and fuel pump kicks on. I check everthing with a volt meter. It well run with starter fuild. What else could be wrong?

Even new , it COULD be the pump.

Did you check if one wire (at pump) had 0 V key off , and 12 V key on?

No, someone said that there is a ground under the intake that controls the injector harness which I'm going to check this weekend. I checked with a volt meter for continuity from the inertia switch to the pump and there is continuity there because the pump grounds out. So I checked from the inertia switch to the ICRM box which had no continuity, so I know that part is not grounding out. I think it’s going to be the ICRM box. Does anyone have one for 94 moonlight blue SHO MTX.
