My electric cooling fan does not engage until almost overheated and then turns off when back down to normal so Gage again goes up until fan kicks in. Is this a problem with the 2 phase fan? Or is it a problem with the Relay control module? Both are expensive parts and don't want to replace good parts.

it could be either.

check for voltage to fan when the low speed should be on. if none, then ccrm is suspect, or pcm. if voltage is there, but no low speed fan, then fan is suspect.

Is the car actually running hot? Check the temp sensor running to the gauge and make sure its working properly.
