Coolant Resevoir Bottle

I've noticed on my sho that the bottle has an outlet hose on the rights, that points down to the ground. I thought this was not allowed anymore due to the coolant being toxic in general. So what's the deal?

no that tube that faces the ground is nothing more than a breather tube so it has no damage to anything
