I know that because my 99 doesn't have the OD button that the TCC solenoid uses a different voltage than the other years. But my question is, will a AX4N out of a 99-01 Taurus/Sable function propely (assuming I rebuild and swap out the valve body from my SHO)? Matter of fact wouldn't any AX4N then work?

No it will not work. The internals are different enough to make a difference.
