Common Problem? Another Hard Start...

Thank you Mike and everyone else that replied in my last post. I have been reading the forum for the last few days and still can't nail down my problem.

When I drive the car for about 5 miles on any day (cool, hot, raining, dry) and shut it off, when I come back about 15-20 minutes later, it will not start. I tried flooring it, cycling the ignition several times, but the only thing that works is to let it cool down for 30-45 minutes. (I also get impatient and wiggle connectors, like the two at the DIS module, coil pack, TPS, to no avail, I'm afraid) No smell of gas coming from the fuel pressure regulator, and when I pull the hose and suck on it the car immediately shuts off, what can it be?

Here are the parts that are new (last 27k miles) starter (12 tooth), CKP, CID, TB, TB tensioner, cam and crank seals, coil pack, fuel pump, fuel filter, all intake gaskets, two water pumps, O2s, CTS, TPS, EEC computer, two thermostats, spark plugs and wires (Motorcraft), VC gaskets, and a valve adjustment.

Also, I had my friend drive the car so I could follow him and look at the exhaust. It does burn a little oil in the higher RPM band, but it's only a very light blue tinge (1 quart in 1500 miles). And also, coming off a traffic light, there is black smoke like the car is running rich (and at that only sometimes), but only coming off a stop, never when you downshift and floor it. The gas mileage also sucks, but that might just be the way it's driven. I drive 6 miles to work and 6 miles home and sometimes running errands on the weekends, and I still only get about 16.5 MPG, although some of that is spirited driving.

If the culprit is a faulty DIS module, will the tester show it since it's only an intermittent problem? And also, if it is a sticking fuel injector, how would I check it, since the fuel pressure running is about 32psi at idle? Also, what is the difference between the Fuel Pressure Regulator and the Fuel Pressure Relief Valve, and what is the relief valve's function? (Chilton Manual p. 5-28, right behind the fuel pressure regulator)

P.S., One more thing I should mention, on very rare occasion (maybe once every couple of months) when the car is cold, I will get a flash of a CE light, but there are NO CODES IN MEMORY.
