What's this code mean when running the KOER test? Does it mean there was no O/D switching detected or what? The light and button worked when I did it... it was a 95 ATX.

Your timing was off or there is a wiring fault back to EEC.

From this site, you just need to perform the test properly. See the link at the top of the page referenced above to see the test procedure.

632 (R) E4OD - Transmission Control Switch (TCS) should be cycled once between engine ID and Goose test
