code 13, huh?!?!

I have pulled codes a few times now with the paperclip method, but I occsionally pull code#13.
According to Midwest SHO:
13 - ISC did not respond properly (extends to touch throttle then retracts for KOEO) Idle Speed Control motor or Air Bypass not controlling idle properly (generally idle too high) ISC sticking open ITS circuit or TP sticking"

Should I worry about this? What does it mean? I don't ALWAYS pull it, but I do always pull #11, which is all systems check fine. I don't really understand the automatically adjusting idle, so any help is greatly appreciated.

Also, what the **** is "GOOSING" the throttle? huh I can never do that test right.

"GOOSING" as everyone so kindly puts it is Flooring it. basically floor it and let up...
My IAC/IAB is bad too and I know it is. If your idle is bad then replace it if it's not, ignore it. you can get away without a new one even if it is bad unless your car is stalling at idle or trying to.

Goosing the throttle is a QUICK opening and closeing of the throttle. I have seen several variations on the proper way to conduct this test. The most common is to QUICKLY "GOOSE" the throttle from closed to wide open, and back to closed.

Other authors advise that wide open throttle is not necessary to get the desired test results, but rather they advise that 25% to 50% throttle will suffice to get a proper test. I have done this, and have not gotton the "CODE" that indicates that the "GOOSE" test was not done properly.

As for your code 13 start by cleaning the throttle body, check your air filter, check for any holes or cracks in the snorkle tube (between the air box and the throttle body), and for anything else that could be holding down your idle speed. A vacuum leak would usually increase the idle speed.

The MAF and throttle air bypass come to mind also. How is your fuel pressure at idle? shrug rangerj

I tried cleaning the MAF a few weeks ago. I should probably try again. As for the fuel pressure shrug I don't know.

When the car sits in really cold weather for long periods of time (a day or so), it will burble to a start at low RPMs (600-800 RPM), threatening to stall. It will then start to idle high (1500-1800 RPM) after about 20 seconds. When the car sits for about 5 or 10 minutes, it will drop back to its normal idle (1000 RPM). I figured this was normal due to the cold weather, as all other cars I have had idle funny after sitting in cold weather.

So is any of this a problem?
