The relay(s) for the cooling fan are in the relay module located on the upper radiator support, directly below the plastic shield that originally had the emissions labels mounted to it.
The fan is normally switched on by the PCM whenever the coolant temp reaches around 210 F or whenever the AC Compressor is turned on (AC or DEFROST).
If you have a meter, you can test pins 3 & 4 (BRN/ORG) for Vbatt whenever the fan should be on. If you do have power at those pins, either the fan is bad or the wiring is open. If you don't have power there, the problem is in the relay module, the wiring/fuse links, the PCM, or the ECT sensor and will require more troubleshooting before deciding what is bad.
