The cruise/horn thing are only for ATX's.

Id start with a multimeter at the horn connector , if there's 12V when you press it , you need some horns.

If not , could be the clock spring. It would explain the cruise.

when this happened to me i just cleaned the connections on the horns. They were corroded and so the horns weren't working. Your in Canada right? So there's probably some rust under there.

Watch it eh... canada isent the only place where there is rust :p yeah but my cruise dosent work as well and i did an interior swap with a 91 so it has a different wheel and it is possible that the wheel got turned before it got bolted up. so i doubt both buttons would go at teh same time as well.

I had the same problem with my MTX.
Horn and cruise would only work if I turned the wheel to the right or left.

After a while that didn't even work though.
