AC issues code 03

My Air conditioning failed last summer. IT got warmer and warmer until it was hot. I recharged it and it is still not coming on. The self diagnostic test came back code 03: In Car Temperature Sensor. Could this be causing my AC not to work? I am not getting any voltage at the clutch. Thanks for any help? ITS HOT IN NASHVILLE, 99* today!

The in vehicle temperature sensor is behind the instrument panel above the glove box. The code 3 indicates that the sensor is bad or the connection to it is faulty.
