ABS light stays solid

Well I tried to diagnose it but even after cleaning the contacts I couldn't get any codes from it, it just stayed solid. Since I have another Taurus I swapped relays to see if that was an issue and it wasn't, figured since it didn't click at the start it wasn't working. Fuses are fine. Fluid's low but acceptable. All I can think of are wiring issues or a bad ABS module. The other Taurus' module looks the same, I can't check the numbers but visually it looks identical. But without codes I'm just lost, anyone know where to go from here? It's getting rainy down here and it's becoming an issue with all the seniors and bad drivers around here.
