The cable itself from the pedal assembly? You disconnect the front cable from the rear cables under the car and that gives you the play that you need to get it removed from the pedal assembly inside the car.

Cable is broken, pulled out.
Need to get the sheeth that is runs in. Which is inserted through the dash likely has prongs that pop out but cannot see/feel them to release and pull out.

The parking brake cable comes up thru the floor. It is not attached to the dash in any place. Follow it up from the floor to the pedal mechanism and you will see where it attaches. Use a 13mm or 14mm wrench on the prongs to push them in while you are pulling down to get it released.

If you are talking about the pull handle then it just bolts under the dash and connects to the pedal assembly. It doesn't go thru the dash.

To get the release cable out, remove the autolamp panel by levering it out with a putty knife. Remove the connectors to remove it from the dash. If you look behind in the hole you will see that the cable is held onto the dash with a clip. Lever the clip up with a screwdriver and remove the cable.
