Well wierd thing is when I try to run the KOEO test using a jumper wire the code sequence would not start.

If you are unable to pull codes, even all clear codes, red flag

Unplug the coolant overflow sensor replace the 10 amp micro fuse. Second make sure the car does not have an aftermarket CHIP installed in the PCM.

I will do all of these things and the pcm comes from a working SHO same letter code

pcm is basically just either manual or auto trans car compatible (with some early cali emission variant) THe CCRM is letter code dependent
