94 ATX Fuel Pressure Problems

Hello guys this car has been all sorts of trouble. So the car would start and idle fine but when you went to drive it it would die off at higher rpms (1500 or more) but always different (Never ran higher than 4000). So I checked the fuel pressure and had about 35-40psi at idle but when you reved it it dropped to about 5psi.

So it must be the fuel pump, NO Problem dropped tank new fuel pump, strainer and filter. Started it back up and the exact same thing. Pulled the vaccum line off of the fuel pressure regulator and it still did it.

So my question is is there a check valve or anything on the return line that would do this? Any response from anyone, even just to let me know that someone is listening.
