so this one has me stumped.... I've tried 3 different wiper motors with same results.
I turn the switch on for the wipers, I stick a test light in the harness to the motor, and I have several hot wires which says to me it should work. If I shut the switch off there is no power going to the motor.

The wiper motor obviously isn't working, I can't get my finger on what the problem would be besides the motor, but 3 bad ones? I have a new combination switch but I don't see how that could be it because it's showing power when it's on and no power when it's off

Any ideas?

Just an idea - it's hard to internet diagnose cars sometimes not being able to see exactly what's going on but I'll give it a shot. Your wiper transmission isn't seized or anything somehow is it?

I didn't have the motor in the car I'm not sure what the transmission is on a wiper motor though, the second one I tried I turned myself so, at a guess no. I believe there was 5 wires that were hot, and 2 that were not if I'm not mistaken with the switch on high, not sure if that helps.

You've tried three wiper motors? Were they working when removed? You don't specify what your problems are with the motor. Stuck? Erratic performance?
You mention that you have a "new combination switch". Are you referring to the multifunction switch (MFS)? If so, replace it. The MFS is known to cause problems with wiper operation (among other things).
Search MFS. There is a write-up on MFS R+R in the "How-to" forum.

I have no clue if they were working when removed I assume so they were salvage motors.
There isn't anything to specify being a problem, they don't work, not sure how much more specific I can be? They don't work period... I don't drive the car? It's been sitting in the garage almost the full month I've had it. I said, there are 5 wires that have power 2 that don't.

The wiper transmission is the part under the cowl. The wiper motor connects to it and the transmission is a couple of rods connected together that transfer the power from the wiper motor to the wiper on the opposite side. If that is not the problem I'd agree with the above post and say it's the wiper switch or the multi-function switch.

okay I have the multi-function switch, though I haven't replaced it.... what exactly is the wiper switch and where would it be? I would've thought that to take place in the multi switch.
I can't seem to grasp it would be the switch myself since the motor has power when it's on, and when it's off there is none.... says to me the switch is telling it to turn on? Okay then we look at the motor, surely 1 out of 3 is good? 2 are salvage 1 is original. I've hooked it up without being on the wipers themselves several times... no luck.

Delay module under the dash. Above the gas pedal, and attached to the door dinger thing, on a common bracket. I had the same problem myself a couple of months ago.

FYI, for future reference, the wiper motors with two separate connectors are pretty fragile. They have ceramic poles or something like that, that break easily if dropped or otherwise mishandled. At some point in the early 90's, Ford upgraded the wiper motor with a better design. It uses a single connector, and most parts stores will list this motor with the replacement pigtail as a package. IIRC cost was about $75.
