Has anybody performed the upper and lower 60K services at different times? If so, which one (upper or lower) made the most difference?

Yup. Which one makes a bigger difference depends on whether it's being done solely as routine maintenance, or if you're addressing an issue like a bad CPS or water pump, or if you've got leaking plug well seals, etc.

For purely routine maintenance, I'd say do the top part first since that is going to make the most noticeable difference (IMHO) in restoring original performance.

The most difference depends on which is most out of spec. These procedures are for restoring it to original specifications.

Replacing an old, stretched timing belt will make more of a performance difference than any of the other preventative maintenance services - except servicing those items that were failed or badly out of spec (as stated before). Yes, you can perform the upper and front end services at different times since they are separate services with almost nothing in common (except time and tools).
