Best power-adder up to $10K? Increased displacement and/or larger, upgraded turbos?

I had planned to buy a much faster car, but I wanted a SHO. So my rationalization is that I'm able to spend the difference to make my humble SHO as fast as a five-point-oh. What is the best power-adder up to $10K? Increased displacement and/or upgraded, larger turbos? Need to consider cost/expertise of labor required also.

Imo xdi35, down pipes, and a good 3 bar 93 tune with plugs and your sitting on a solid 400 whp and only out 3500.

30 whp on dyno after custom intake and intercooler on e40 with Brad doing what he does. All on factory hpfp, im sure more power with an xdi pump. Not sure what it adds with 93 octane

Wow 30 ? Seems something is missing? I was 415 whp on e30 on stock hpfp from him.

Not mentioned yet but, many other places here on the forum, meth injection. It will allow more timing/boost, add fuel, cool cylinders, and keep the valves/pistons clean.
