Ok I found a Silver 99 SHO fully loaded (Was executive's car apparently), and test-drove it today. Wow! It's only got 36k miles so nothing has gone wrong with it...yet. Still, forgot how powerful a V-8 was (This coming from a Buick Century especially). Maybe this SHO was modded, but it seemed quicker than even I expected the SHO to be. All in all it's near perfect condition, but the only strange thing is, the steeing wheel is incredibly tight. You have to force it pretty hard to turn. Is that normal? Besides that, can't ask for more in a car at that price. Comfort, elegance, power, SHO!

If the steering is very tight, it is possible that the SARC system is not working and as a result the power assist on the steering is out. This could simply be a blown fuse, or it could be something more serious. It is certainly worth checkig into. But a '99 in good shape with low miles at $15k is worth pursuing.

15K sounds like a great price! As for the steering being tight. Our 99 SHO has always had what I considered extremely tight steering. The SHO is my wife's daily driver. I seem to notice the tightness every time I get in it to drive. I had a 99 Cougar that seemed tight but not near as tight as the SHO. If I drive the SHO and then get in my 01 F150 the steering seems loose. I would also have to say that the only place I really notice the SHO tightness is maneuvering in and out of the garage. It seems fine in every day driving.

True and false, the computer that controls the SARC and variable assist power steering is still present in 1999s but it just doesn't have the struts to take advantage of it. Check the fuse first if the fuse is fine then it may be something more EXPENSIVE or serious.

So is the 99 really worth it as compared to the three previous years? I just drove another 99 today and its steering seemed very loose, and it seemed almost like the power steering was over-correcting. The tires seemed new to me (Good Year...Eagles I think). I guess it all depends on how it was broken in and how hard it was driven...this one seemed like it was hit pretty hard and not maintained as well. But it's still a SHO. My friend came along and fell in love with the little shaking/rumbling at idle (That might not be normal. Maybe misfiring). Main problem with this one is no warranty, and it appears a warranty can be this car's saving grace

There is nothing wrong with the '99s. They just have a few less frills and no SARC. Since you might find yourself wanting to disable the SARC anyway...

But with the exception of the concern over the power steering that needs to be checked, the first one you mentioned sounded a lot better. Some of these cars have been thrashed and others treated in an average way and a few outright babied. If you can get one of the last group, you are obviously best off.
